Site Description
The NM Erie Boulevard Site is located in the City of Syracuse, Onondaga County, New York. The site and off-site areas are located in heavily urbanized setting. The site is within the city block bound by West Genesee Street to the north, North Franklin Street to the east, Erie Boulevard West to the south, and Onondaga Creek to the west. The site is located in a commercial area immediately west of the Syracuse downtown business district. The site is approximately 10 acres, of which seven acres were used for the former MGP. Currently, the site is occupied by five office buildings comprising the Niagara Mohawk headquarters. Most of the remaining site area, including the former MGP site, is covered with paved parking lots and roadways. The prior uses of the site include three mills( a salt mill, a saw mill, a linseed oil mill) and a tannery. The first MGP was constructed in 1849 and the MGP continued operating in various capacities until the 1930s. During World War 1 (1917 to 1918) the plant produced toluol used for the manufacture of TNT. To date, completed investigations include PSA/IRM study report(ARCADIS 1998), RI Report(ARCADIS 2003). A supplemental remedial investigation was conducted through 2008 to include soil vapor intrusion testing, and delineation of the off-site contaminant plume. Some additional on-site source delineation is necessary for the feasibility study.
Site Environmental Assessment
The primary contaminants of concern related to MGP processes include VOCs (BTEX), SVOCs (PAHs), metals. Investigations indicate a deep groundwater plume flows off site and under Onondaga Creek and toward the northwest but only appears to have migrated approximately 2000 feet downgradient of the site. Subsurface soil has been impacted primarily in the western part of the site in the vicinity of the former MGP operations. This area is largely covered by parking lot. The lateral extent of MGP impacts to shallow groundwater is limited to the immediate vicinity of the former MGP. There is no accumulation of free-phase LNAPL of DNAPL observed in any of the monitoring wells on-site or downgradient of the site. A feasibility study will be completed to evaluate what remediation efforts will be used to address MGP impacts.
